政府的組織德性的存在必然產生與之相應的依法行政的德性要求，依法行政的德性要求是對政府的組織德性的抽象見之於具體的響應和表徵。政府的組織德性的核心和靈魂在於德性正義，在當下中國與之相應的依法行政的德性要求突出表現為嚴格、規範、公正、文明。儘管依法行政的德性要求對推進依法行政的指導作用具有普遍性，但具體到我國依法行政現狀，合法行政要更加突出嚴格、程序正當要更加突出規範、合理行政要更加突出公正、誠實守信要更加突出文明，而權責一致是我國依法行政的薄弱環節和關鍵癥結，在當下不僅要突出嚴格、規範，而且要突出公正、文明。The existence of the organizational virtue of the government must produce the corresponding moral requirement of the administration according to law， the moral requirement of the administration according to law is characterized and in abstract response to the existence of the organizational virtue of the government.
