Legal Problems on Deepening Rural Land System Reform

黨的十八屆三中全會通過的《中共中央關於全面深化改革若干重大問題的決定》確立了新一輪土地制度改革的基調。因此，建立統一的建設用地市場、賦予農民更多財產權利、構建新型農業經營體係等均廣受關注。土地制度改革是實現國家治理體係和治理能力現代化的組成部分之一，如何在法治國家建設的背景下重塑我國土地相關法制，應為法學研究的一項動要任務。本期約請關注土地制度的三位學者，就其中的若干重要制度展開討論。The Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the close of the Third Plenary Session of the 18th CPC Central Committee, establishing the keynote of the new round of land system reform. At present, it has attracted serious attention that a unified construction land market should be established, more property rights should be given to farmers, and a new type of agricultural man-agement system should be built. Land system reform is the key part to modernize the national management system and management ability. How to remodel the relevant land system under the background of the rule of law became an important task of legal science. Jurist will publish series papers on some important issues in this volume, whose authors are specialists focusing on land system for a long time.
