知識產權與競爭法的協調不僅是市場經濟發達國家公共政策長期關注的核心，同時也是發展中國家或經濟轉型國家亟待解決的難題。新加坡2007年頒布的CCS指南《知識產權的對待》是發展中國家對兩者進行協調平衡的有益嘗試。

Coordination between intellectual property and competition law is not only the concem core of public policy in developed economy market countries, but also an important unsolved problem in developing countries or in transition countries. CCS Guidelines on The Treatment of Intellectual Property Rights 2007 promulgated first attempted to balance the relationships between intellectual property rights and competition law in developing countries.
