Along with the active promotion of the culture-creative industry in Taiwan comes the need to develop a systematic assessment tool for appraising and supervising the changes as a result of the Design Industry Policy implemented by the government. To response to such need, this study constructs Design Policy Indicators according to (1) the design policy theories and facts, (2) statistical results of available data, and (3) long-term observation from official quantitative data published. First, factor analysis is employed to establish six indictor-factor sections. Then the fuzzy Delphi method is applied to the experts' opinion for deriving 12 design-policy indicators, each of which is assigned a different fuzzy weight. Finally, Taiwan's design policy is used as an example with data of design-policy indicators from 2001 to 2003 analyzed to establish a design-policy index. Through observing the changes in design-policy index in terms of direction and magnitude, we can assess the effectiveness of the design policies implemented and make adjustments accordingly. |
