文化創意產業由於具有無煙囪與高附加價值經濟成長的特性,近年來為台灣大力推動之潛力新興產業,並以設置文化創意產業園區作為促進產業翻轉與都市活化再生之策略,然較少針對區域應設置之文化創意產業園區類型進行探究。由於文化創意產業園區發展類型之設置屬多準則決策問題,基此,本研究透過模糊德爾菲方法(Fuzzy Delphi Method, FDM)與分析網路程序法(Analytic Network Process, ANP)之整合,建構文化創意產業園區發展類型之評選模式,並以桃園縣三處規劃中之文化創意產業園區為實例分析區域,以驗證本研究方法之應用。由實例分析結果並與傳統分析層級程序法(AHP)結果相互對照,顯示ANP法較符合準則間內部相依之真實情況,並較能凸顯分析結果,可充分提供決策者做為參考依據。
英文摘要
Cultural and creative industries are characterized with their stacklessness and high added value to the economic growth. Taiwan has promoted potential new-funded industries in recent years and established the Cultural and Creative Industries Park for stimulating the turnover in industries and urban reactivating. Even so, there are few further discussions specific to the genres of regional cultural and creative industries parks. Considering setting up the genre of a cultural and creative industries park is more multi-standard, this study constructs an assessment for the developing genre of cultural and creative industries parks by Fuzzy Delphi Method (FDM) and Analytic Network Process (ANP). Furthermore, three cultural and creative industries parks under planning in Taoyuan County are set as analytic objects for verifying the applications in this study. Comparing the results of the case study with those of the traditional Analytic Hierarchy Process (AHP), it shows that the results from using ANP are more applicable for the current situation and also highlight the outcome of the analysis as a reference for the policy makers.
