ON THE PUNISHMENT OF UNRULY／DISRUPTIVE PASSENGERS AND THE MODERNIZATION OF THE TOKYO CONVENTION

Since the September11 attacks, member States of the International Civil Aviation Organization（ICAO）and the civil aviation community have made great efforts to control illegal acts against security and to decrease the possibility of terrorist offences that threatening aviation safety, which has been proved extermely effective.
