The purpose of hospital accreditation is not only to review hospital staffing, facilities, and services, but also to direct the development of the medical industry, promote service quality enhancement and operation effectiveness, and ensure the safety of customers. To achieve the above goals, the data collected from the accreditation need to be organized and analyzed systematically so that, under limited resources, timely and appropriate information could be provided to meet various demands of the medical industry, the general public, and policy makers. This study exploited relevant theories and information technologies to establish the Hospital Accreditation Internet Declaration System (the System), so that Taiwan Joint Commission of Hospital Accreditation (TJCHA) may collect and store data in a digital and electronic network structure systematically, as well as efficiently. With the 3-tier information system structure, this research used data table of the Oracle Database Management System to build the framework of storing the declared accreditation data. The web server is built using Windows 2000 and the Internet Information Server. The client and Active Server Pages program is developed from VB Script and J Script. On the client side, using web pages as the interface and web browser as the tool, the system provides hospitals the functions of declaring, revising, searching and printing the declared data. The functions of the System were tested and evaluated, according to relevant theories of testing and evaluating information systems, by simulating the declaration process with data from 3 hospitals. Based on the test results, the System does accomplish the goal that the research proposed: the accreditation data was collected and stored in a timely, accurate, and systematic manner. Through the establishment and primary tests of the System, this study proved that information technology could provide great utility in handling hospital declaration data. Based upon this System, further development of various data analysis and data processing functions will allow broader employment of information technology to assist TJCHA in faster and more accurately analyze and apply data to fulfill the multiple tasks mandated with hospital accreditation. Finally, according to the results of analyzing the data from the process of setting up the System, this research paper recommends reasonable questions, formed data, and standardized form arrangement to TJCHA for revising the accreditation data forms. |
