大學校院體育室組織運作與困難因素之探討

A Study of Operational System and Organizational Problems in University Athletic Departments

目的：探討台灣地區大學院校體育室組織運作現況與困難因素情形。方法：以台灣地區138所大學院校體育室成員為研究對象，透過問卷進行調查研究。結果：大學院校體育室以「體育教學與場館規劃」、「活動規劃與團體組訓」組織運作程度較高，「組織作業與激勵溝通」、「公共關係與風險管理」與「學術研究與進修參與」較低；以「體育政策與行政支援」之困難較為嚴重；整體組織運作為「中等」程度，惟經營困難程度為「普通」；一級主管在「組織作業與激勵溝通」的運作顯著高於兼任行政教師；私校在「組織作業與激勵溝通」、「體育教學與場館規劃」、「策略規劃與資源取得」的運作顯著低於公立學校；且在「活動規劃與執行」、「場館規劃與管理」的困難則顯著高於公立學校。結論：組織運作不足，建議體育室應以既有績效基礎，並透過溝通策略讓學校瞭解困難所在，藉以提供行政支援，並尋求經費來源，助益場館設備充足與活動規劃舉辦，尤其健全組織、強化激勵與溝通；加強公共關係與風險管理；並積極參與學術研究與進修，藉以彰顯組織效能。

Purpose: To understand the operational system and organizational problems of university athletic departments in Taiwan. Methods: The 'Questionnaire of Operational System and Organizational Problems in University Athletic Department' was used as research survey instrument The research subjects were 690 officers randomly sampled from university athletic department in Taiwan. Results: Teaching of physical education and facility management, sports activities planning and athletic teams organizing were more concerned about the operational system in university athletic departments, but organizing and motivation/ communication of organization, public relations and risk management, research of P.E. and further study were less concerned. The problem of policy and administration of physical education was more serious. Besides, the directors of athletic department were more concerned about organizing, motivation and communication of organization than teachers in the operational system, public universities took organizing, motivation and communication of organization, teaching of physical education and facilities management, planning of policy and financial more than private ones. The organization problems of private university athletic departments were more serious at planning and executing for sports activities, planning and managing of facilities than public ones. Conclusions: The officers of university athletic departments should take more consideration about the operational system and utilize the channel to communicate with the administrators of government and school for solving the problems, people who manage the operational system of private university athletic department should seek administration supports, finance support for facilities and sports activities to improve this situation than public ones.
