Taiwan's National Health Insurance (NHI) is mandatory to institutionalize a national global budget system to achieve the objective of macro-economic efficiency--health care cost increasing at a reasonable level. Yet, not until November 8, 1996, the Medical Expenditure Negotiation Committee (NHI-MENC) was established to serve as a platform for both NHI premium payers and healthcare providers to negotiate the annual budget of NHI and its sector budget allocation. On January 1, 2013, with the Law of second generation NHI came into effective, the NHI Committee was inaugurated to replace the NHI-MENC as a new negotiation platform. The purpose of this article is to review the history of NHI-MENC, including its background, organization and missions, major activities and achievements, and negotiation experience and its implications. |
