因應時代變遷與社會需求,台灣持續進行教育改革已有二十年的經驗。歷次教改對台灣教育的發展不無貢獻,卻也頗多爭議和質疑。展望未來,有必要翻轉思維,為台灣教改找一條對的路。本文基於教育專業的熱忱,提出翻轉教改思維的幾點淺見,以供教改決策之參考。首先,本文分析先前教改的盲點,從「本質迷思」、「民意偏見」、「專業偏聽」以及「宏觀細節」四方面指出教改盲點之所在,作為梳理教改思維的起點。其次,本文提出翻轉教改思維的幾個重點,作為開啟教改新視界之鑰。第一,要分析問題,確定改革目標;第二,要釐清概念,型塑理解共識;第三,要專業參與,確保政策落實;第四,要超越流行,扎根人才培育。最後,本文強調教改沒有捷徑,故呼籲政府和民間都要理性且睿智的翻轉思維,在教改的十字路口,審慎選擇一條通往「為國育才」和「為民造福」的教改之路,即使漫長坎坷,也要腳踏實地向前邁進。 |

For more than 20 years, Taiwan has initiated and implemented many types of Educational reforms to cope with social change. However, people, especially parents, seem to be unsatisfied with ways and effects of educational reforms. It is necessary for policy makers to flip thoughts on educational reform and create a new vision for future policy. This paper intends to point out some blind spots of former educational reforms in Taiwan, which included misconceptions, bias of public opinion, scarcity of professional critiques, and neglect of details in macro-reforms. And accordingly, this paper proposes some ideas about how to flip thinking about educational reform,including focusing on problems of educational reform, clarifying key concepts of educational reform, promoting professional participation in educational reform, and rooting deeply the talent and elite education beyond the prevalent ideas and methods borrowed from foreign countries. Finally, this paper strongly recommends that, at the crossroad, an intelligent and elaborated selection of a right way of educational reform is critically needed to prepare competent and excellent people for the nation. |
