Recently governments and social organizations have begun to actively encourage people to participate in energy-saving and carbon reduction, while promoting the use of bicycles and other green transportation. However, as the governments promote of bicycles to be the transportation mode for commuters and students, bikeway networks were not well constructed, nor were their continuity and security ensured. As a result, bicycle utilization has not met expectation. Thus, in this study we employ network flow techniques and mathematical programming methods, considering the information and constraints of demand, travel time and safety, to develop a planning tool that can assist the planner in constructing preliminary commuter bikeway networks under the existing roadway system. In order to evaluate the proposed model, a case study is performed referring to real data from a city in Taiwan. The results are good showing that the model could be useful references for related managerial authorities. |
