百年糾纏（二）：國強必霸與國際秩序

One Hundred Years of Entanglement II: China as a Hegemonic Power and the International Order

本文的關懷所在與問題意識十分地明確，那就是中國在國力提升以後，是不是一步一步走上國強必霸的道路？或是中國三十多年來參與國際社會的運作，尤其是經濟、金融與貿易方面的合作對中國外交政策有所牽制，而促使中國願意接受二戰以後國際社會――尤其是聯合國組織――所建立的和平秩序？1978 年底，鄧小平取得黨內領導權，推動改革開放新政策。自從2001 年參加世界貿易組織（World Trade Organization）以來，中國逐步擴大參與國際與區域組織，並提出一系列新的合作計畫，展現主導亞洲經濟決心，對世界經濟、金融、貿易機制的影響日漸擴大。然而這些國際與區域性的組織或在倡議階段，或成立為時不久，而且疊床架屋。但中國既然投入這麼多心力與資源，必然受其影響。我們進而以這幾十年來中國所涉及的戰爭與衝突，來檢視中國的立場與政策，尤其關注1979 年第三次越戰以及近幾年來東海釣魚台的爭端與南海領域的對峙，試圖得到答案。

This paper is primarily concerned with the question that given the rapid economic growth and increasing military might, must China become a hegemonic power? An attempt is made to analyze China’s participation in the international society, especially at the United Nations, World Trade Organization and various regional financial and economic organizations, the assumption being that China would be subject to their constraints. We propose to assess the conflicts and confrontations between United States and China over the status of Taiwan, China and Japan over the dispute on Diaoyu Islands as well as China and both the Philippines and Vietnam regarding territorial dispute in the South Sea, to find an answer.
