During the process of shipping development, the fleets of Asian neighboring countries have rapidly expanded. In general, the percentage of flag of convenience (FOC) vessels of neighboring Asian countries, except Hong Kong, is usually high. Facing the flagging out of registered ships, countries have conducted certain subsidy and reward strategies to increase the international competitiveness of their fleets, intending to attract shipowners to flag in their ships. This study, by observing the fleet development among neighboring Asian countries, analyzes the policies of shipping development adopted by nearby countries. Finally, suggestions for effective shipping development policies are provided for the reference of the government in policy-making. |
