The Case Analysis of Voyage Data Recorder(VDR) Used in Shipping Safety Navigation

隨著國際海事組織對船載航程資料記錄儀(Voyage Data Recorder；VDR)裝置的強制性要求，其技術的實施研究和制定VDR 的使用和管理規章制度，對充分發揮VDR 的功能和作用是至關重要的。VDR 技術的實施，將會讓國內航海資訊化技術向前一步，也為我國船舶和航運資訊技術提供了一次重要的機遇。
本文利用現有船難事故的分析，透過VDR 的事實記載，對當事雙方提出了公正的評鑑，經比照事實的陳述，海岸管制台的雷達偵測圖及重要VDR 記錄一一將事實真實過程呈現，除了提供事故的法律憑證外，更為日後海事安全提共可靠的依據。

Along with following the world's international organizations regulation, the implementation of VDR technology, research, and development of the usage and management, it is essential to establish the VDR rules and regulations. After the VDR being widely utilized in the marine transportation, it makes a big progress in the marine safety and reliability. It also provides to Taiwan marine industries a good opportunity to improve the in information technology of marine transpiration. After that, analyzing the marine incident (fire, explosion, collision, sinking, etc) through the data from VDR recorder and radar image information from Ocean Control Tower will give a fair judgment to the incidental. It also provides a future marine safety and reliable basis for the accident investigation after the fact.
