The fact that Taiwan is not a member of the IMO, is affecting the accessibility of the national shipping industry to obtain the most up-dated international convention information; in fact, the practical limitation and restriction regarding this issue could be verified by the study findings. It is considerable worrisome and worth conferring that in relation to the IMO's related stipulation, influence and date of entry into force, the general understanding ratio is less than 50%. With regard to a way of breaking through Taiwan's economic development bottleneck, the only reinforcement will be the marine enterprises. Nevertheless, the actual improvements need corresponding efficient policies and determinations instead of superficial slogans. Policies shall be based upon extensive scopes and correct information, for this reason, education shall be the foundation for a nation's economic development. A research statistic figure shows that generally Taiwan's maritime education or ocean-related education lacks the international characteristic and foresightedness, which shall be gravely considered and improved. |
