本 文嘗詴建立一個鄰避物業設施回饋比例的的多準則決策評估方法。將造成公共設施鄰避效應的各種影響因子納入土地使用衝突管理的分析當中。研究中以新店焚化廠為例進行個案分析,利用客觀分析方法所得到的影響因子來計算出迴饋補償的分配係數。在客觀分析中對於回饋補償分配比例之計算方式,考量了設施周圍的人口分佈、交通量、污染排放、以及氣象等相關資料,並實際調查污染排放源的數據、垃圾清運過程之臭味及噪音影響、垃圾清運對交通流量增加影響、景觀所造成之視覺影響,透過德耳菲法問卷調查法得到各影響項目所佔之權重分配,將此結果納入做為總環境影響係數計算值之依據。客觀分析法由於處理的過程中運用了大量的客觀統計數據,且透過了公開的資訊揭露與民眾參與的權重選擇,因此有利於建立鄰避效應中對立雙方的信任關係,可適度地減輕鄰避效應衝突所造成的社會成本。本研究結果建議其為一種理想的鄰避糾紛之處理制度。若能有相關的配套環境,並在政治過程中建立此一機制的合法性,將可大量地降低公共設施規劃中的政治衝突與社會糾紛。
英文摘要
T his paper attempts to establish a multi-criteria decision-making assessment method for the allocation factor of feedback fund for NIMBY facility. Various impacts factors of the NIMBY effects of public facilities were included in the analysis of conflict management for land use. A case study was conducted in Hsintien incineration plant. This study applies the impact factors derived from the objective analysis to calculate the distribution coefficients of feedback compensation fund. The distribution coefficients have considered the following influence factors such as the population distribution around the facility, traffic, pollution, and meteorological information, etc. The other factors were actually surveyed, such as the emission amount of pollution, the influence of odor and noise generated from trash transportation, the traffic impact increased from noise transportation, and the landscape influence caused by visual impact. The final weighting factors were obtained by Delphi method. It is possible for the objective analysis method methods to construct a reliable relationship for the opposing sides because it applies a large number of statistical data and information disclosure through a public process. The social cost resulting from the conflicts of NIMBY effect can be reduced. It is suggested to establish the relevant supporting measures of this system to reduce the political dispute and social conflicts for public facilities planning.
