地理空間資訊系統在物業管理之應用--以國營企業台電為例

Application of geo-spatial information system in property management: A case study of nationalization enterprise - Taipower Company

物業管理定義為：「…維持或增加現有投資物業之價值，以產生收益給投資者（物業所有人）」 (Kyle et al, 2000)，物業管理亦為不動產探討領域，但是不論其如何進展與變化，如何達到（1）增加現有地上投資建物之價值，（2）提升工作生活環境與居住安全保障，（3）減少建物本身維護及能源耗損之成本，將現有物業資產作不同組合應用與管理，而達到價值之極大化，是大多數學者及產業從業人士一致的看法，甚至公部門現有資產與物業，在近幾年民營化的思潮下，如何活化現有資產，加值現有物業之價值或減少成本支出，亦開始帶動公共資產走向委外民間經營的策略。從國外產業案例得知，物業管理產業界常應用地理空間資訊系統（Geo-Spatial Information System）進行資產管理與活化為主要資訊決策工具，本文經由國內外針對物業價值評估方法之文獻探討，透過公部門國營台電企業之房產物業地理空間資訊系統（Real Property GIS）實際案例說明，介紹如何應用地理空間資訊系統以增加現有物業資產價值之方法。

The definition of property management is ―……preserve or increase the value of an investment property while generating income for its owners‖ (Kyle et al, 2000). However, the true value of property management is to maximize the valuation of existing buildings and facilities. It could be implemented by (1) increasing the value of real estate of existing buildings or facilities, (2) promoting the quality and secure environment of living and working spaces, (3) decreasing the cost of maintenance and energy consumption of buildings and facilities. In recent years, how to reuse and activate land resources for nationalization enterprises is an important issue. An example of GIS web-based landing information system for Taipower company was established in this paper. This paper illustrated the detail design of system for managing and utilizing land resources for Taipower company.
