教育機會均等目的在於給予每位學生相同的入學機會,並於入學後提供公平且適性的教育,使個別潛能得以充分發展。現階段我國以「身心障礙學生升學大專院校甄試」及「大學校院辦理單獨招收身心障礙學生」兩管道提供身心障礙學生升大學之機會。本文以教育機會均等之觀點探討其合理性,發現提供多元入學管道能有效達成教育機會均等,但在入學後的教學與輔導情況需待加強,以求其教育機會均等。建議相關政策擬定者與大專院校需建置良好的入學管道與輔導環境以提升及落實教育機會均等。
英文摘要
The purpose of equality of educational opportunity aims to provide students the same opportunity of admission to university which enables students to receive fair and suitable education so as to make personal potential well developed regardless of their ethnicity, gender, religion and abilities. Currently students with disabilities who would like to study in the university could apply through two channels, “United university entrance exams for students with disabilities” and “Independent university entrance exams for students with disabilities”. This paper explores the rationality of these two channels based on the perspective of the equality of educational opportunity. It is discovered that even though multiple entrance channels could offer disabled students the equality of admission, appropriate teaching and consulting in the university still needs to be improved. As a result, it is suggested relevant policy makers in the government also in university should improve entrance channel and consulting environment in order to increase and implement the equality of educational opportunity.
