國中小特殊教育教師對實施教師專業評鑑意見之研究

Views on Teacher Evaluation From Primary and Junior High School Special Educators

本研究以自編之「國中小特殊教育教師專業評鑑實施意見問卷」為研究工具，來瞭解國中小特殊教育教師對實施教師專業評鑑之看法，抽取國中小教育階段共931位特殊教育教師，合計回收問卷738份，回收率79％。結果發現大部分的教師仍贊成進行教師專業評鑑，並表示教師專業評鑑有助於教育革新。整體而言，本研究發現教師專業評鑑若能以教師專業發展的方向來執行，則現職教師的接受程度高。而發現特殊教育教師對教師專業評鑑內涵之意見如下：1、評鑑目的：用於改善教學品質，促進教師專業成長，較能獲得教師的支持。2、評鑑對象：以任教年資三到十年之正式教師獲得最高比例的贊同。3、評鑑方式：教師自我評鑑、由校內組成特殊教育教師評鑑委員會的同意程度較高。4、評鑑委員：以特殊教育教師、專家學者為主，並以有教學實務經驗者尤佳。5、評鑑週期：以每五年評鑑一次的同意程度最高、其次是三年。6、評鑑時間：以5－6月、3－4月、11－12月進行評鑑的同意程度較高。7、評鑑項目：以課程規劃與設計同意程度最高、行動研究最低。8、資料來源：以自我評鑑檢核表、教師訪談、學生學習檔案、教師教學檔案為依據。9、結果告知：以個別通知教師獲得大部分教師的贊同。10、結果應用：評鑑結果用於獎勵及提升教師專業成長為主。

To find out if teacher evaluation for special educators is viable in Taiwan, this study investigated the general views of special educators on teacher evaluation. The research, using self-developed questionnaire as its tool, sampled 931 special educators around Taiwan and got 738 valid responses. The results turned out that most special educators approve with teacher evaluation and agree that it promotes innovation. In general, teacher evaluation is favorable if it is for professional development. This study also gives suggestions for further study and recommendations for teacher's practical work.
