ESTABLISHING COMMON INTERNATIONAL RULES TO STRENGTHEN THE CO-OPERATION OF CYBER INFORMATION SECURITY

With the rapid development of the Internet and information technology, cyber information security has become closely related to both national and individual rights and interests. However, hackers’ behaviors and certain states’ behaviors of violating other states’ national and individual security information make cyber security issues more serious and important than ever. The international community needs to consider methods of strengthening cyber information security throughout the world. Cyber security is an issue that requires international co-operation, and also necessitates the establishment of the International Convention on Cyber Information Security on the basis of the International Code of Conduct for Information Security.
