Asindicated by anti-monopoly practices in many countries and regions, leniency program have been an important means to discover, inspect and punish cartels. Currently, in spite of the preliminary establishment of leniency problem in China, relevant legislation and the effectiveness of its enforcement needs further improvement. This paper attempts to discuss several important aspects concerning this issue, and makes a comparative study of the relevant rules in such countries and regions including: the U.S., European Union, Germany, and Japan. Based on such comparative studies, some suggestions are put forward with a view to perfecting leniency programs in China. |
