組織間基於資源交換與共同生產活動的需要,形成了組織間的互賴關係(一般稱之為「組織間關係」,簡稱IORs)。此一不同程度的互賴關係引發組織間溝通、協調、以及相互調適等統治問題(此即組織間統治的基本概念,簡稱IOG)。本文從IORs最根本的內涵,認為IORs研究之本質乃IOG之核心課題,因此IORs的研究應回歸其基本面貌-IOG。採此一思維邏輯,將有助於吾人對IORs研究問題之基本概念及其癥結,有更深入與明確的瞭解,甚至對於IORs研究(新)議題的形成與掌握,也可以有嚴謹的主軸論述邏輯與理論依據。基於此一目的,本文首先詳盡地論述IORs與IOG的幾個基本概念,並據以推演IORs研究之一般性架構。其次,根據此一架構,本文針對台灣期刊論文發表有關IORs的文獻,略做研究屬性的歸類,並嘗試以IOG的主軸概念做一評析。此外,本文亦從此一IOG的主軸邏輯,針對過去IORs文獻發展中幾個較少被論及、但可能具未來發展空間的議題,提出其背後的理論意涵與將來值得深入探討的課題。最後,則針對台灣學者在IORs研究與期刊發表上提出建議與期許。
Base on the needs for resource exchange and co-production, organizations form relationships with a nature of inter-dependencies (i.e. interorganizational relationships, IOR). Subject to different degree of inter-dependencies, there are communication, coordination and mutual adaptation problems affecting the quality of interorganizational governance (IOG). This paper tends to propose that IOG is the fundamental imperative for IOR and that research on IOR cannot be separated from concerns towards IOG. With such logic, it is helpful to understand basic concepts and issues, as well as the future trends of IOR studies, through the lens of IOG. The present paper first reviews for core concepts of IOR and IOG, respectively and proposes a general research framework. Secondly, we gather data from management journals in Taiwan, sorting and analyzing for research attributes with an IOG axis. Furthermore, we seek to find out some potential but less-explored research directions. Finally, we discuss for some suggestions and foresights for those who tend to publish IOR papers in Taiwanese management journals. |
