吸引跨國企業在大陸投資策略與影響之分析

Study on the Impacts in Constructing Attractive Strategy toward Multinational Enterprises Investing in China

隨著國際化策略日漸興盛，大型跨國企業在經濟全球化中所造成之影響效果越來越強。在經濟全球化、貿易投資一體化迅速發展的同時，國際分工也發生了變化，已經從產品分工過渡到要素分工，與此同時，中大型跨國企業的經營活動也處於動態調整之中，根據比較優勢在全球範圍內配置資源，全球產業結構開始了新一輪的動態調整。在這種環境下，大陸市場要想加強融入國際分工的廣度和深度，就必須加大引進大型跨國企業的力度，因為他們具有中大型跨國企業所沒有的優勢，而且是全球經濟活動的主體。大陸市場以融入大型跨國企業的生產經營體系為載體，不僅可以更快地參與到國際分工中去，而且可以提高大陸市場在國際分工中的地位。目前，全球約有8.9萬家大型跨國企業，這些大型跨國企業擁有大約92萬家國外分支機搆，其銷售額約為60萬億美元，是2008年全球出口額的2倍多。大型跨國企業的分支機搆目前分別占全球國內生產總值的1／10和全球出口量的1／3。如果把大型跨國企業在全球範圍內的國際分包、生產許可證發放、合同製造商等活動都考慮在內，那麼，大型跨國企業占全球國內生產總值的份額就會更高，本研究主軸放在＜大陸如何吸引大型跨國企業至大陸投資並讓其持續深耕之策略＞進行深入分析。

Fast-growing prosperity of large-sized multinational enterprises through international strategy, large multinational enterprises (large MNEs) in globalization effects became increasingly strong. Through economic globalization, rapid development of trade and investment integration, international division of labor structure has also changed. At the same time, the activities of large MNEs operating in a dynamic adjustment are growing fast. According to the comparative advantage in global allocation of resources, large MNEs had begun a new round of dynamic adjustment. We increase the intensity of the introduction on the impacts arose by large MNEs, why they can get economies of scale and scope within economic activity. Not only can large MNEs be more quickly to participate in international division of labor force, but also improve the market by way of international division of labor force. Currently, there are about 920,000 foreign affiliates, owned by large MNEs and their sale amounts are approximately 180 trillion US dollars in 2010, more than 2 times than 2008. The main subject in this research will focus on the the issues on "how Mainland China attracts large MNEs to invest in China and allows them to continue cultivating the market and its impact to in-depth analysis.
