永續發展與動物的生命權:從環境倫理看臺灣漁業的轉型

Sustainable Development and Life Rights of Animals

台灣漁業的轉型，具有特殊的歷史背景，以及特殊的科學理念。這個科學理念，就是生態學界奉為堅定信念及行動綱領的「永續發展」學說。永續發展的理論基礎，我認為， 可以溯源到生態學家李奧帕德(Aldo Leopold)的「生態平衡內在價值論」。由於李奧帕德將生態平衡的「實然」評估考察，賦予倫理上「應然」的價值意義，使他贏得「土地倫理之父」的美名。李奧帕德自己並未察覺這種將實然與應然混淆在一起，在倫理學上所可能遭遇之難題；而其後繼者也往往將許多原本是倫理道德的應然問題，輕率地化約為生態平衡評估考察的實然問題。本篇論文企圖透過台灣漁業的轉型，分析指導其轉型的永續發展及生態平衡的理念，並於分析台灣漁業轉型所涉及的環境倫理問題時，凸顯永續發展及生態平衡內在價值論所遭遇的難題。我將主張，哲學家辛格(Peter Singer)在《動物解放》一書為捍衛動物的生命權之論點，不但凸顯出李奧帕德的理論難題，而且也值得納入永續發展的理念以及行動綱領。

The transformation of Taiwan’s fishery has been guided by the idea of ’sustainable development’-a concept originated from Aldo Leopold’s theory of ecological equilibrium. In this paper, I discuss the concepts of sustainable development and ecological equilibrium and examine both the theoretical and practical problems of the two concepts and their application in Taiwan’s fishery industry. Furthermore, the study argues for the idea of life rights of animals developed in Peter Singer’s Animal Liberation. I suggest that the idea of life rights of animals should be a key element in any program of sustainable development and ecological equilibrium.
