The concept of "social capital," based on Putnam's definition, consists of a couple of components, such as "trust," "network," and "norm." How can we explain the development of state and society by the concept of social capital? How important this concept in use in daily life and in the process of policy making? For answering these questions, this paper intends to propose a historical framework, which can be measured as a trend of change of social capital. And a policy action plan is also provided. |
